If there is a checklist for quality, then maybe say that programs that
output HTML etc. should output valid HTML etc.

E.g. one installs a program that makes a photo gallery of images, into
a web page. But this page doesn't pass the HTML validator.

Yes I submitted a bug.

I mean imagine me putting invalid HTML on my website.

	Putting out invalid HTML ought to be a bug, and one should not
 need policy to tell them that invalid HTML is suboptimal.

	This is not a policy issue.
