After  an upgrade,  the  package will  be  started, even  if it is not
running. There  is    no  improvement over  not   making  symlinks  in
/etc/rc*.d.

If postinst uses "invoke-rc.d foo start" instead of "/etc/init.d/foo start" the package won't be started on upgrades if you remove the S-symlinks (or make the equivalent change to ruinlevel.conf if you re using file-rc.)
