They are listed in the overview-paragraph in 5.2 ("The fields in the
general paragraph (the first one, for the source package) are:..."),
and the entry "Build-Depends et al" is correctly crosslinked to 7.6.
The situation for "Depends et al" is identical, BTW.
As there is a separate chapter "7 Declaring relationships between
packages" this does not look like an oviersight to me but the correct
way to not duplicate the whole stuff.
