Once again, it doesn't, because this would be in the source section, not the
binary section(s). The source section is inherently immutable, or at least I
don't see how anyone would expect it not to be and at the same time expect
other things like debian/control or debian/ existing.

The idea of having a generic interface file, while worth contemplating,
is going one layer too high in generalizing WRT the problem at hand.
