No, can't do that!  There is no way to test for the presence of
optional targets!  (That's why this whole proposal was suggested.)

So it would be something like:

rules-version=0
  required targets: build, binary-arch, binary-indep, binary, clean

rules-version=1
  additional required targets: build-arch, build-indep

rules-version=2
  additional required targets: ...

etc.
