Debian policy and FHS: version 2.1 vs 2.2

Hi,

the current Debian Policy (3.6.1.0) requires the Filesystem Hierarchy
Standard (FHS), version 2.1.

The current version is 2.2 which was released on May 24, 2001.

How about requiring this version instead? Without looking carefully at
the changes, I think even Woody is complient.
