Sometimes one needs to install a file in a run-parts or other "parts"
directory that will be processed first or last.  Often the other
files in the directory are named after the packages that own them.
To make the target file get processed first, one can add numerals
to the beginning of its name.  To make the target file get processed
last, one can add zeds to the beginning of its name.   However, the
latter method could conceivably fail if someone were to install a
package named "zzz" into the Debian archive.  Therefore, package 
names consisting entirely of zeds should be prohibited in 2.3.1 .

Unfortunately, not for en_GB and en_US, which is why I came to
the conclusion that I needed to use 'zzz'.  If there are no
characters that sort before the lower case letters in all 
locales then we'll have to reserve 'aaa*' too.  I'm assuming,
of course, that there are no locales that put the letters
ay and zed in the middle of the alphabet.

I'm sorry but I have to LOL at this one.  You are saying that
rather than give up the right to name some future package 'zzz',
you would rather change the names of almost every file in Debian
that currently gets executed by run-parts?  Just getting ONE
run-parts directory to comply with that naming rule would require
months of political work!

I didn't really expect this suggestion to get anywhere; I mainly
wanted to point out the problem and to see if anyone had
any better ideas than naming my script 'zzzzzzzzzzfoo'.
