Like most things in life, it is not that simple. In most
cases, policy does document current practice -- but in some cases,
policy can lead towards making Debian a better distribution. In order
to decide whether to put something like the latter into policy, one
has to judge whether the benefits accrued outweigh the costs -- and
making a number of packages instantly bug has a heavy cost, so you
generally see very few examples of the latter.
But just like policy is not a stick to beat people with,
policy only documents current practice is not a stick to beat policy
on the head with either.
