Bug#194972: [PROPOSAL] add Apps/Educational to menu subpolicy

A survey of where various educational programs are installed in debian's menus
turned up this. This was not a complete survey, as I looked mostly at typing
training programs. But it's illistrative of the problem I think:

 - xletters and tuxtype are in Games/Arcade
 - ktouch is in Apps/Tools of all places
 - gtypist has no menu entry
 - tiptrainer is in Apps/Educational                     *
 - arithmetic (from bsdgames) is in Apps/Educational     *
 - gcompris is in Games/Educational                      *
 - unixcw uses Apps/HamRadio

(Asterisks above denote policy violations.)

It's amazing how scattered the various typing programs are, and it's
interesting to see how many of the violators of menu policy[1] are
educational programs. It would be better to group most[2] of these
educational programs together in a single menu so they can all be found
in one place.

I suggest we bless Apps/Educational as that location. Putting them in
Apps/ is more inclusive than somewhere in Games/, since not all of these
programs are games, and there are still not that many educational
programs in Debian, though certianly more than there were when the menu
policy was first drafted. If we find ourselves with a glut of
educational games in the future, we can break out a Games/Educational at
that point.
