I don't know if it was there at one time, but the developer's reference
currently points to http://www.netfort.gr.jp/~dancer/column/libpkg-guide/
exclusively for library issues.  Pointing to an external document for
such an important issue seems questionable to me, even if we ignore the
lack of consensus surrounding the library packaging guide in general.
Also, AIUI, the developer's reference does not have the force of policy;
shared libs should be required to declare their dependencies, it should
not be regarded as a mere recommendation.
