In footnote 43, there is a link:
http://www.cpan.org/doc/FMTEYEWTK/versus/csh.whynot
If you go there, you hit the standard disclaimer as to why
the CPAN documentation was removed (it is ancient).
The perl.com link is probably the best one (even as suggested by
the CPAN.org redirect), and this footnote can likely be removed.
