Policy seems to say that:

	1 << 1-    ("The absence of a debian_revision compares earlier than
	             the presence of one")

However, dpkg thinks they are equal.

1-, according to the policy manual, should be broken apart at the last
hyphen in the string into an upstream_version of "1" and a debian_revision
of "".

I suggest just adding a note that an empty debian_revision is not
allowed, i.e., there must always be a character after the hyphen. I
think this reflects current practice.
