I think you need either more patience, and read all
definitions, or a lesson in reading comprehension.

Debconf provides a standard, presupplied ``library'' code to
use in order to communicate with the installer; the altrernative, by
hand, is the code which does something in an explicit or low-level
 way.

Good God, man, a modicum of comprehension is prerequisite for
 reading the policy document.

Either you are being facetious, or deliberately obtuse; or you
really need to study English comprehension.

     2. By extension, writing code which does something in an
explicit or low-level way for which a presupplied library
routine ought to have been available. "This cretinous
     {B-tree} library doesn't supply a decent iterator, so I'm
having to walk the trees by hand."

because I don't cater to idiots? If you do not understand
what policy means by by hand, given the jargon file reference, I
suggest you ought not to be developing packages.
