The "Additional documentation" section says:

> Packages must not require the existance of any files in
> /usr/share/doc/ in order to function [60]. Any files that are
> referenced by programs but are also useful as standalone documentation
> should be installed under /usr/share/doc/ with symbolic links from
> /usr/share/doc/<package>

Perhaps I'm wrong, but this looks like a typo, as it is contradictory.
(If the package is not to require files under /usr/share/doc/ then
putting them there is a problem....) 

Presumably you meant to say "should be installed under /usr/share/"?
