re Bug#165848: extra symlinks for cross compilers

Howdy,

Could I get some idea of -policy's position on this report too please.
I've not seen this done anywhere myself, nor does upstream install do
it.  I'm happy to add it if it's defacto Debian policy, but I don't
want to start a dozen ways to support this if we can have some coherent
direction about it.

This is how tpkg-make, uclibc-toolchain, and all known (to me)
previous incarnations of cross compilers in Debian work.
