Changing libc would probably break POSIX compatibility, changing the kernel is a bad idea which would get nothing else than flames from kernel developers. Programs have to be fixed: file systems are just another kind of input/output and should be assumed to follow LC_CTYPE. The right approach (even if the default configuration is inappropriate) is the one of GNOME: high level libraries hide file names charset conversion from users and programmers. -- ciao, Marco
