Bug#167425: debian-policy: package should not depend on fileutils

The debian-policy package has this control line:
Depends: fileutils (>=3D 4.0)
In sid, fileutils has been subsumed into the coreutils package.
Since a versioned dependency is not satisfied by a Provides:,
having debian-policy installed forces one to keep the dummy
fileutils package around.
Please change the dependency line to read
Depends: coreutils | fileutils (>=3D 4.0)
This will permit removal of the dummy package without breaking
upgrades.
