Bug#154660: debian-policy: debconf_spec produces errors without docbook-utils

Without docbook-utils installed, the following lines are produced when
building the package:

jade:html.dsl:2:95:W: cannot generate system identifier for public text "-//Norman Walsh//DOCUMENT DocBook HTML Stylesheet//EN"
jade:html.dsl:6:36:E: no style-specification or external-specification with ID "DOCBOOK"

These errors disappear when docbook-utils is present. Adding it to the
build depends, as originally recommended, will fix this (my apologies
for the previous extension).
