Yup, it's right. They're treated differently because not all non-free
crypto software can be exported from the US under the exemption we're
using. It would probably be possible to handle some of it, but working
differentiating between dfsg-free/non-free is hard enough, without adding
a non-free-but-okay-for-crypto-export category too.
