I did that in base-files_2.2.15 but restored it in base-files_3.0.0
because, according to Manoj, it was completely acceptable for a
package to blindly assume that /usr/doc exists when creating or
removing symlinks there (sad but true).

We should modify policy, anyway, so that packages which do not fiddle
with symlinks anymore do not violate policy.

I'm going to recycle #69311 which is still open...
