Bug#142199: debian-policy: packages should be allowed to depend on an X font

Section 12.8.5 of Policy says that no package may depend on an X font.
However, this is in contradiction with 7.2 which says that packages
which require another package to "provide a significant amount
of functionality" should depend on that.
I maintain the bochs-x package, which is absolutely useless when
the xfonts-bochs package is not installed. Not depending on it
brings trouble, for example, when apt ignores the recommends.
