A few corrections for urls in debian-policy
Could someone with cvs access please commit the following changes:

http://www.debian.org/doc/packaging-manuals/fhs : moved permanently (301) to http://www.debian.org/doc/packaging-manuals/fhs/: OK
Basically s/s-config files/s-config-files/ in the files. Spaces are not allowed
in urls (although it appears most browsers handle it correctly by replacing
spaces with %20).
The final slash on directories, while not required, is a good idea as it
gets the file the first try (no redirect needed).
