True, but they often don't look to the documentation in
/usr/share/doc/<package>, when they experience a problem with a specific
package.  Thus, it is often tempting to try to find a way to force
information on the user, even when its inappropriate to do so.  See
the recent (and short) thread on the "misuse of debconf notes" in
debian-devel for an example.

Of course, considering the number of subdirectories in /usr/share/doc
already (currently 676 on my labtop), this is a good argument against
requiring us to split things off into yet more tiny packages.
