I reported the same thing against packaging-manual as bug #71621 a while
back - time to reassign it, I suppose - but there was no especially
illuminating response. Perhaps the analysis I did at the time dragged on
a bit and so put people to sleep, but if you like you could have a look
at that bug anyway.
