[AMENDMENT 2001-09-10] correcting ldconfig policy in Chapter 9

Thanks to Branden for retitling the bug.  I was surprised that it got
closed, though; is that the current process?

Anyway, Branden suggested a week of discussion.  That's OK with me.
I would appreciate it if you could CC me (regardless of what headers
mutt may insert into this message), as I am not subscribed to -policy.

P.S.  If you recall, I mentioned that I ran a sweep through the
archive on a sub-sample of 1991 packages, and determined that about
7.5% of them potentially call "ldconfig" in the postinst without
checking whether the argument is "remove".  I have since re-run this
on a much larger sample of 6507 packages.  Amusingly, the figure
is almost unchanged: 7.6%.
