Bug#106826: Mandate 64-bit file support for file utilities

Wouldn't it be nice if each general file management tool
(command line or text-based or graphical file manager)
supports 64 bit files (with 64 bit inode values or size
greater than 2 GB) even on 32 bit architectures?

For ordinary applications like text editors, it's probably
a bit premature to demand that large files are handled
correctly, but general file management utilities (such as
'mmv', for example) really should be able to deal with
such files.

OTOH, it could be desirable to support 64 bit inodes within
*all* applications (because they can arise with small files
as well).
