Bug#106073: separate doc packages should not be unpacked to /usr/share/doc/[package]-doc/

The separate doc packages should unpack into either /usr/share/doc/[package] or
/usr/share/doc/[package]/docs.

This would cut down on the number of elements in /usr/share/doc and would put the
docs in a more sane location.
