(speaking from my experience as ftpadmin in the past)

They did, but Lintian itself was not ready for it until recently.
For example, an easy way for maintainers to add their own overrides
was needed.

In practice, Lintian is usually run over packages that have to be
confirmed, and not over packages that are installed automatically.

I think Lintian is ready for it now, but if the archive scripts use
it then they should have a specific list of Lintian tags that are
grounds for rejection.
