I still think there is a problem with allowing packages built on stable
into unstable. As others have pointed out, there is the issue of policy
changes, in particular file locations and the scripts generated by
helper packages.

Of course, the assumption is that a package being uploaded to both
dists hasn't changed in either dist anyway, so policy compliance won't
*decrease*.
