You're right: I hadn't thought of dynamic users and groups.
But somehow one must ensure that one doesn't overwrite any local
configurations made using dpkg-statoverride.

Is there any easy way in which dpkg-statoverride can be modified to
distinguish between local and package overrides, in the way that
suidmanager used to do?
