Where is your diff to policy?  This proposal will require extensive
changes to policy wording (including writing a nontrivial specification
of debian/rules command-line syntax) if done right, so I will have to
object to this proposal until precise changes to the wording are provided.

I support the general spirit of this proposal, though.
