I am pretty new to Debian, but from other exp. I hear 
where you are coming from... the challenge with more 
common sense in policy is the increase in noise to 
signal for "most" debians (users/developers).  
Common sense "should" win out when the information is 
presented on a per case basis -- if the sense is not 
so common, then sure, make it policy.
