From my point of view, that's completely broken.

Use quoted-printable.

Yep.  And there are existing MDAs which will quote >From, yielding
>>From, and quote >>From yielding >>>From, etc.  I happen to be
using one of them.  For fun, I'm going to pgp sign this message...

[A quick test shows that mutt is broken if I use an MDA which does
multiple >>From line quoting.  Time to file a bug report.]
