Thanks.  I'm not familiar with the policy revision process.  Is there
some documentation for it?

IMHO, it makes sense to drop this C reference as well, if we are in
the process of changing the section.

In addition, there are some architectures where all code is position
independent, so -fPIC is a noop, and others, where -fPIC is less
efficient then -fpic.

OTOH, the additions look okay to me.

I'm glad someone picked this up who has more experience in this
