1) Don't CC me on mail to lists, including policy via the BTS.
2) .udebs are exempted from many policy requirements
3) The sentence you quoted is not part of the proposal; it exists in the
   current policy.
4) If you care to debate the point, do so in a separate policy proposal,
   because it's not germane to this one.
