Bug#106073: separate doc packages should not be unpacked to /usr/share/doc/[package]-doc/

Maybe a different hierarchy for only changelogs is in order.  
(/usr/changelogs/package-name maybe?)

/usr/share/docs should only be the actual docs.
As a side note, when is everything actually going to go to 
/usr/share/doc as opposed to /usr/doc?

This is true. I still think the packages should be separate from the 
docs.
