last-minute patches? (was Re: Moving Policy to Docbook)

I don't have any advice to offer on the docbook conversion (except
"yay"), but I would like to call the policy editors' attention to
#98291, which is intended to be a bug fix. (Note that the final
draft, which won approval, is near the bottom of the bug report.)
This is a trivial, -2+3 line patch which resolves an apparent
self-contradiction in policy. It was actually in progress when the
freeze was announced, and if I'd known a freeze was in the works, I
would have tried a little harder to beat the deadline, but as it is, I
still think it's both small enough and bug-fixish enough to go in now.
It may be a bit of a borderline case whether or not this really
qualifies as a bug fix, but it doesn't actually change policy, merely
clarifies it, which I would consider to be an important distinction if
I were a policy editor. Since I'm not, I'll leave the final judgement
up to the policy editors, but I just want to make sure they're aware
of this one.
