Bug #51842: close advertising hole in the DFSG

Summary: Are DFSG free licenses allowed to restrict or require
advertising content when distributed? (e.g. old style BSD)

Discussion: This is clearly not a debian-policy issue, but something
that requires modifying/clarifying the DFSG.
