Bug#71445: marked as done (dpkg-shlibdeps usage instructions are wrong)

dpkg-shlibdeps should be called for binaries and libraries in the
temporary build tree, not elsewhere like in the source tree. This
allows it to check for shlibs files for the packages you are building
and find the right dependencies (ie thinkgs like don't create packages
that depend no themselves). (This also means that it should be
run after the temporary build tree for all generated packages are
made, instead of doing things package by package)

The text in section 3.1.4 should be updated to reflect this.

The description of dpkg-shlibdeps in the main part of policy is now
correct.  The packaging appendix part will be fixed when it is merged
and cleaned up in the near future.
