Please include Japanese translated version of packaging-manual
which is distributed from:
http://ftp.debian.or.jp/debian-jp/dists/potato-jp/main/binary-i386/doc/packaging-manual-ja_3.1.1.1.1_all.deb
(3.1.1.1.1 is just now installed to master-jp and will be available
within today. Now, 3.1.1.1-2 is available but it contains corrupt HTML
files caused by Bug#54389 of debiandoc-sgml 1.1.38. The rest are
fine (ie text and sgml)).
This is translated by HAYASE Shigenori <shayase@tky3.3web.ne.jp> and
proofread by debian-doc ML <debian-doc@debian.or.jp>. I was a translator
of packaging manual 2.4.1.0 and maintainer of this package on Debian
JP Project.

Unfortunately, the packaging-manual no longer exists. The current
version of policy incorporates much of the old packaging manual. So
this bug is being closed. If the Japanese team want to work with the
CVS version of policy to put a translation there, we can probably
arrange this; please email me or Manoj privately.
Thanks for your efforts!
Julian
