[In essence: unicode 3.1 introduces a shift encoding system and is capable
of representing 21 bit character codes.  Most of this potential character
space has not yet been standardized.  The spawn of the original thread
confused the space which has character codes assigned (which fits in 17
bits) with the representable space.]
