There are two issues:
(1) Log files must be rotated. So if you're using logrotate to
achieve this, you must depend on it. (See Section 11.8.)
(2) In you other examples, I would tend to agree with you:

Someone using ppp would benefit from this, agreed, yet sendmail
doesn't benefit from ppp. So no dependency/recommendation on ppp is
appropriate, as you say.

Great! But you could certainly consider Suggests: logcheck as a
possibility.
