This discussion period has now ended, the proposal has the required
number of seconds, and there appear to be no unresolved disagreements.
I'm therefore marking the proposal accepted.

Since man-db 2.3.17.1-5, man has printed a warning when it has to go
through a phantom whatis reference it's constructed without the aid of
the filesystem in order to display a man page. I'll begin filing bugs
shortly; aj's proposed freeze schedule gives plenty of time for
implementation.
