Seconders have to be expected to keep paying attention to the things they
second.  If the proposal becomes amended in such a way that they disagree
with it, they have to speak up.  If they can't be bothered to pay that much
attention, they should either not second it in the first, or be prepared to
accept that they might lend their support to proposals with which they
disagree.

Remember, policy is supposed to be a lightweight process.
