No, I'm suggesting that build-depends could simply have an unversioned
depends on debhelper. The buildds would then always[1] have the latest
version of debhelper[2]. No effort required of the build-depends maint.
*Nobody* can keep up with joeyh. :-)

[1] Assuming that the buildds do an "update/upgrade" on a fairly
frequent basis.
[2] So far, incompatible changes to debhelper have required the packages
using them to specifically request such functionality; debhelper has
been a paragon of upward compatibility. I'm sure joeyh and others can
point out specific exceptions, but I can't remember an upgrade to
debhelper causing problems[3].
[3] Modulo actual bugs in debhelper, of course.
