But it has chosen a default anyway.  I mean it didn't just bomb out, it
actually kept working while producing a warning message telling the user
to set the environment variable.  What the policy is saying is that the
environment variable shouldn't be the only way of choosing this setting,
it must be possible to set this via a configuration file as well.

But the library choose a default anyway.

The wrapper only comes into play if the program (which I argue applies
to libraries as well as executables) is difficult to modify.  Which I
don't think is the case here.

Well, then it would be a good thing if it had a configuration file.
