No!  Please don't do that.  Neither texinfo nor texi2html are
generally thought of as integral parts of a TeX system.  But you'll
cause no end of confusion if you remove xdvi from the tetex packages;
it is expected.

What you could do, especially given that xdvi already has a wrapper
around it, is to make tetex-bin Suggest or Recommend the requisite X
packages, and get the wrapper to check for the presence of the
library, and to abort with an error message should it not be present.
Then no-one has to go hunting for xdvi, and the error message will
explain what to do if there's a problem.  And given that running xdvi
outside of an X environment is a bit daft anyway, this really
shouldn't be much of an issue.
