I suggest the /may/ be changed to a /should/ so that it is clear
the Build-Depends really SHOULD be declared.

PS: Since I don't think that changes the requirements for Source Packages
I did not make this a [PROPOSAL]. If you disagree please retitle the
bug and readjust the severity.
