For reference, I object to this proposal until we have the legal opinion
we've been waiting for ever since the government policy changed.

Additionally, just changing 2.1.5 would make it inconsistent with
2.1.4: current policy says patented programs should be in non-free,
not in non-US.

This proposal was also seconded by Julian Gilbey (under the proviso that
the legalities are okay).
