	Apart from being sophistry, it is incorrect, and, perhaps,
very simple minded. But the critical part is that this is wrong. 

	Admittedly, packages in non-free ar4e not part of Debian, and
 neither are those in contrib. They are provided on Debian archives as
 a service to the users -- and part of that service is the assurance
 that these packages play nice with the rest of the Debian system.
 Policy compliance is part of playing nice with the rest of the Debian
 system.

	Not unless you expect to find such software or packaging on a
debian archive.
